You can with Ideate BIMLink.

Ideate BIMlink is our Revit productivity tool that facilitates the review and modification of Revit parameter data by extracting that data to Microsoft Excel. In addition, Ideate BIMLink allows the creation of new Revit elements when data is imported from Excel.

The software comes with hundreds of library links you can use as starting points, as well as a sample Excel file with several examples of how to create levels, views and sheets within the default viewports for use within your newly created projects.
